Does cannibal still exist and where are they located?

In the doentary "Liberia; An uncivil war" they filmed a guy eating the heart out of a guy he shot right in the middle of the street. These aren't people who live in a remote area either. This was right in the middle of a city with people all around cheering. Wow.
