What can u help about this Q,i need ya help,,?

I can't believe it in my highschool - we have a bunch of refugees from Somalia, SUdan Iraq Laos, Cambodia and Vietnam. When they came over here they said they were younger so they could get into highschool and learn english. One guy is datin my best freind she is 16 he is more like 25, not 16 like he said. That's against the law but what I can't figure out is why it's so easy for them to do this??? It's like putting child molesters ,,,,,help
