Can the state garnish your income taxes if you file jointly? or if the tax return come in my husbands name?

I all of a sudden got a letter from a debt collect saying i own then 500 bucks and that they will be garnishing my wages... But me and my hubby file jointly... and the tax return comes in his name... how does that work??????? do they garnish OUR taxes or just his?
